HB 5082 prohibits municipalities and counties from enacting or enforcing local ordinances that conflict with state and federal drug laws. It authorizes the Texas Attorney General to take legal action against local governments that attempt to decriminalize or deprioritize enforcement of drug laws. Civil penalties for violations start at $25,000 and escalate for repeat offenses​.
